My Piper was an adult when she came into my life and for several months was very quiet. As she got more comfortable she became more vocal and now I must reprimand her for barking at sounds that are none of her business! Anyway, do you have friends or neighbors that could help you? Maybe have them knock at your and then in very excited voice ask Chloe "What is that? Who's here?" And you're gonna have to get nuts-crazy excited time and again in order to (hopefully) get a reaction/response. If Chloe ga-ruffs even a little, immediately praise; or if she's food motivated, have a treat in hand for reward. But if she doesn't react, don't push or get frustrated; simply accept you have a uniquely quiet Yorkie and enjoy her for all she is...!
