It doesn't look like ringworm to me, but I don't know for sure!
Actually, I too, think it is probably from the vaccine. I would take her to the vet anyway to get checked, they should note it in her chart for future reference if it is vaccine related.
Just as an aside you might want to read the sticky at the top of this page about vaccines. Thanks I think to Wylie's mom? for all that information (I donate yearly to Dr Dodds rabies challenge fund).
Especially for a small dog, they really should separate all the vaccines out, the rabies should be given at least 3 weeks before, or after the parvo/distemper vaccine, just to be safe with their little bodies. You just have to ask, hopefully they don't make you insist
When I had my first little dog I took her to the vet for deworming when she was 2-3 pounds. Before I could stop the vet she gave her a shot of the dewormer! Thick and painful, and horribly old school even for big dogs. There was no reason to do it, especially for a small dog...
Of course I never went back, but it scabbed up, and the hair never grew back in that area (almost dime sized). It wasn't the end of the world, but if they can possibly avoid it, why not?
Has she tried to scratch it?
