Your Piper's 'back story' may play a large part in the 'selective deafness' issue, but the rest may just be 'Yorkie' attitude. My kids' hearing doesn't 'always' turn off when they are outside. Many times, they are perfectly cooperative outside, but sometimes they do experience 'temporary' deafness...and sometimes, when called, their legs will suddenly 'break' and I have to go and pick them up and carry them back inside...where the legs begin working again immediately.
