Small breeds have bad teeth - and if you smell bad breath you should make an appointment with the vet - there is likely a dental issue ( retained puppy teeth, an infection ...) it is not at all unusual for small dogs to have dental issues very early in their life.
Call around - there are huge price differences for dental cleanings ...It is hugely important to find a doggy dentist if you have a small breed dog ...

Our dogs get nylabones and rope toys per recommendation of our vet - and they love to tear up their fleece blankets lol- we have powerful chewers but they still need their yearly dental...
Some dogs are genetically predisposed to have bad teeth. Some don't. At 5 months old it is not a need a dental issue because they are at teething age it is normally just from teething.
