Not on a leash, but she does do this when being held by myself or husband in places like stores or the vet. I really believe that it has something to do with guarding and telling them to back off. I've been leash training chewie with a stick and peanut butter, or cottage cheese on the end for different reasons (training commands like heel) and it keeps her distracted and focused.

I know that when she was barking and growling at the doggie in the tv (tv off) some people (tv on) on the tv, I did the favorite treat given to her after every bark in an attempt to distract her. It took 3 weeks, but she FINALLY responded to that, too. I do know that the stick (blunt, people) with the goodies on it REALLY helps her focus, and i'm guessing it will your little guy, too. Her trainer is the one that has me do this, so it's endorsed by a fantastic person.
