I do not have pet insurance for my boys. There are differences in costs between big metropolitan areas and distant suburbs in the US. Judging from reading here and in other forums, you are correct that Canadian vet care is generally more expensive compared to US.
I paid about $350 - $375 to have Max neutered, 6 baby teeth extracted, pain meds. If we were closer to Washington, DC, it would have been in the $700s like your bill, but not because of teeth.
The price of a pet dental cleaning in the US can vary widely. Some charge only hundreds, whereas big cities usually run $1500 and up. A large part of that is the cost of real estate and staff salaries.
My vet charges $5 - $50 for adult tooth extractions, depending on difficulty. Xrays are expensive, $99 each. Xrays are recommended when cleaning and pulling adult teeth. Base charge for small dog anesthesia/IV and cleaning is a little over $300.
