Back up and restrict the free area to an xpen that has water toys and potty pad. Keep the area small until she is predictable the pad or outside if you are training for that. Don't increase the area until they are predictably using the pantheon gradually increase their area of freedom. If a problem occurs go back to a more restricted area and gradually increase it again. Giving too many options will not help the pup focus on what they need to do.
And of course treats when they get it right!
