How long have you had Toby for? Sometimes puppies don't want to eat during the week in a new home. Has this always been a problem or just recently? Does he potty regularly and have good looking poops?
You may want to visit your vet to make sure there are no medical issues involved first.
If he's supposedly healthy, then...
What kibbles have you tried so far? Have you tried soaking them in water first? Sprinkling the kibble with a bit of Parmesan cheese? Or have you tried feeding freeze-dried patty meals - they're usually hard to resist (i.e. Stella n Chewies/ Primal / Orijen)? How often does he get walked - maybe not enough exercise?
