Question One tiny dominant

Hello I have a question about my two tiny yorkies. One (the female seems to be dominant over the male). She jumps on him and will chase him. They are both less than 2 lbs and are 12 weeks old (siblings). Yes I couldn't resist and what a fight just to get her to let me have them at 12 weeks! The girl is very loving but seems to always want to pounce on him. I am worried it will stress him out but he kind of will lay down or let her lay on him. Is this normal? Though I have years of experience and did my research I have never owned more than one at a time. Both are very social and happy, but I worry if I should discipline her so that she doesn't stress him out. I had to assure the breeder repeatedly that I have raised tinies before she would allow my commitment, so I don't want to ask a seemingly silly question. I have raised tinies but only one at a time. They are good eaters so I am not worried about sugar drops, just about whether I should scold her for fussing with him
