Why can't he go into boarding?
My dogs are boarded 1 to 2 times per year and the LOVE it. They pull their leashes to get through the front door and don't even look back at us when we leave. They play with other small dogs all day and are worn out when they get home.
Find a place that has boarding and doggie day care and let him go to daycare for a day to see how he does. If it works out well, then take him a second time. That way, when you take him for boarding, he will already be familiar with the place and will be very excited to be there.
