I have to agree with Jkpal, sounds like a normal yorkie puppy to me, one who needs lots of play time to knock him out. Aside from several small breeds I raised 4 yorkie puppies (not all at one time lol) they were like wild indians, nipping at my heels, nippy my hands, zooming through the house, but, I LOVE that high energy in yorkie puppies. When he nips or bites tell him NO BITING and give him a toy to play with. He is still a baby at 16 weeks old, consistency and much patience is a must. Use the same command words, reward with a yummy treat when he follows the command.
