  I suggest you get a second opinion from a board certified orthopedic surgeon.   The problem is that with years of having that kneecap sliding in and out, they are more prone to cruciate ligament tears.  That is why most surgeons recommend surgery on puppies with LP...to avoid that wear and tear.   
No, vets, don't force these things and make them worse. They slide easily usually because there isn't a deep enough groove or there is some issue with the bones.   
Interesting the breeder says it was an accident...that is possible but if her puppies are coming up with LP, she may just be using that as an excuse. Who knows.  If you don't know the lineage, perhaps you should find out about it if you really want to know.  It isn't just the parents that should be looked at.
