All dogs will have different metabolism, so size doesn't really dictate that part. Maybe try putting some Parmesan cheese on the little one's plate of food to entice him to that bowl while the other one eats..?
And yes, you can def cut down on food for the older one. It will take some time for him to lose the weight. Even more importantly though, he *needs* to excercise / have activity...how about more walks...?
