I went through the same thing with one of my yorkies. I tried pads, outside housetraining ect. My others would go outside but she wouldn't go anywhere but where she wanted. So this is what I did. I had my husband build me a big pen. It's made out of wood and wire. It's takes up a good portion of my kitchen but I knew I needed a big area for her cause it was going to be her temp home til I broke her. anyway he made it and I put her in it. And started potty training as if I just bought her. Crates didn't work she wasn't happy being that confined. With a bigger area but not as big as our home she didn't like pottying in her pen. So what I would do is first thing in the morning I'd take her to go potty then I'd put her back in for her breakfast, back out to potty then I'd spend time playing with her holding her ect. but never let her out of my sight. Then I'd put her back in her pen. The only time I let her out of her pen was to go potty or if i wanted to hold her or play with her. Then after a few days of that I actually let her go potty in the house..that way I could tell her no..so she'd learn that that was a no no but yes going outside made me happy. It took us FOREVER it seemed like but it worked.
You also need to get a carpet cleaner pour your cleaning solution along with vinegar in it to get rid of the odors so she isn't tempted to go back to the same spot. If your carpets are a light creme or white or even a light color period you can pour a little bit of bleach in your carpet cleaner..test it on an area first to make sure it doesn't lighten your carpet..but that really works to get rid of stains and sanitizes your carpet. Also I always keept all the other rooms closed off til I was 100% she was broke that way it made it that much easier for me to keep an eye on her when i finally started letting her out without total supervision..
