I have stairs for my little one to get off and on the bed and the couch. I know others here do as well. You will find what you need once he is there. The bell idea is a good one. They can be fast and tricky at times. I put a cat collar with a bell on it on Gracie. I use a harness to walk her as she has a sensitive trachea as many Yorkies do. It is recommended that you never leash a Yorkie with a collar.
It sounds like this guy has not had much vet care. I would advise taking him for a checkup right away to a vet who has some knowledge of Yorkies and their health issues. Since you don't know who bred this dog you just want to be sure of what you are going to be dealing with.
