I had that same problem, when i took roxie to the vet, i explained to him she was having a bad cough which i thought was kennel cough, and her eyes were very runny, turns out she had tonsilitus and its all because of the pollen thats out right now, so he put her on antibiotic for her tonsils and eye drops 3 times a day called dexacidin, and it works. Her eyes will sometimes water when shes outside, but thats normal, she may have some type of seasonal allergy like my dog, i would check it out next time you go to the vet, but if it gets worse, it can be a serious issue, with the tear ducts and would take her to the vet right away
