All yorkies are born with flopped down ears. Most go up. The breed standard is for the ears to be up. It you want them to go up you can help it along by shaving the ears to take the weight off them. If you don't care or prefer them down then just let them be. They may go up anyway. My female's ears didn't go up until about 12-13 weeks. I didn't shave them then but they weren't very furry anyway.
