Puppies are crazy!! I recommend taping down the edges of the potty pads. That worked for my Roy when he was a pup. When he bites your feet, be calm and tell him no and then dont give him any attention. Instead, give him a toy to chew. It's probably because he's teething so give him lots of chew toys to keep him interested. Be sure to be calm and not yell because that'll only make it worse.
This is normal puppy behaviour so don't worry. Train him daily and make sure he's getting daily walks. Be consistant and don't give up because as frustrating as it is, it will take a while. Good luck with your puppy!
