Default Does a yorkie do better with stairs or ramp?

I moved my studio where I work to our dining room during potty training phase. ( I work from home thankfully) There is a patio door here and a perfect place for a play yard for Max! It's already fenced on 2 sides so a short fence from the house to the fence would give him a 8 x 12 foot yard of his own. The bigger yard is a pain because he wants to dash under our deck and won't come out. But with this area we need to do stairs or a ramp. We can build the stairs shorter and the stair tread wider to accommodate those short little legs but would a ramp be better? He hates wet grass so a small deck for him would work to keep the dew off the grass when it rains! It would be perfect if I can just tell my son in law how to build it. And does yorkies really dig...like under the fence? Will have to fix that too.
