I had a similar experience with a tearless John Paul pet shampoo that I used on Max his first year. When Max had eye problems and I started testing products on my own eyes, I was horrified to discover that the so-called tearless stung worse than my own shampoo.
We use Tropiclean Spa facial cleanser and tear stain remover. It is gentle on Max's eyes.
No shampoo feels good in the eyes, but that one hasn't caused us any problems.
