I use just my hands, and when near the face, I use one hand to direct the water away from my little girl's eyes. You can also use a washcloth when working around the face. I use a small comb to keep the hair away from my little girl's eyes. I use very good quality shampoos and conditioners. I usually use a puppy shampoo just for the face, but not all of them are non-irritating to the eyes.

ETA: I just realized you are not in the U.S. I'm sure you can find something similar. I really like Madan and Chris Christensen brushes and combs, but Madan is much more affordable than CC.
