I don't know for sure - but it's probably dandruff...? The vet could've just easily viewed some of those flakes under scope and/or done a quick skin scraping for under scope too.
Does this kiddo chew/lick their paws? If so, it's likely allergies.
You may want to supplement w/ fish oil or coconut oil to help w/ the dryness.
