I would have been furious and refused to pay too. Unacceptable for sure.
I'm baffled why some groomers refuse to follow basic instructions. It's one thing if tangled or matted hair makes the desired cut impossible, in which case they should contact the doggy parent first and explain.
But when they cut topknots and nose bridge hair when specifically told not to . . . .
I'm sorry you had a bad experience.
