Welcome to Yorkie Talk. I combine medicine time with yummy treats, usually steamed chicken, and lots of praise. My Teddy doesn't like sprays either. He is very sensitive to any unusual scents. Having a treat reward makes it tolerable for him.
If Tommy continues to resist, you can use a towel to wrap him up while you apply the spray to his foot.
