Yes, there are a lot of bad vets out there who will say a puppy mill dog is healthy and ready to ship. I had someone recommend a vet here to me because the vet was cheap. After researching, I found the vet had been fined by the state and was at risk for losing her license for bad practices. Not someone I would trust with my dog.

You likely will get a puppy if you bought from this breeder, but will it be the one in the photo? Will it be healthy? What kind of health guarantee does she offer?

Very risky. Follow your instincts, avoid heartbreak, and keep researching.
