I don't thing the foam would work that well, it seems like urine and water would seep through at the connection points. We used some vinyl tablecloth material I bought at Joanne's. It's very thick and comes in very wide fabric up to 64 inches wide and you can buy as many yards as you need. Also, they have lots of 40% off coupons available, and it comes in so many colors you can match just about anything. We covered some type of wood board with it, but you wouldn't have to use a board. Another option is vinyl flooring you get at Home Depot.
