Default 9 month old male starting to mark his territory

Hi there. My 9 month old Yorkie has been so great! He was so easy to puppy pad train very early and has been doing great! No 8-9 months later he is starting to lift his leg and pee both on the puppy pad and other places in the house. He hasn't lifted his leg on my furniture "yet", but he does do it in the most random places, like the corner of my kitchen counter, or the trash can or a leg of a chair; like I said very random places. He poops on the puppy pad like a champ. He is only in his crate at night beside our bed, I let him out in the mornings to potty while I am getting ready for work. When we go for walks he does lift his leg to pee and he wants to mark EVERYTHING. I have to pull him away from spots that he is smelling too long to keep our walks going so he gets his exercise. I am knew with a Yorkie, this is my first one. So here are my questions.
***Is it okay for him to mark outside, but discipline him for doing it inside? ***Does that confuse them?
***How do I stop him from lifting his leg inside? I have heard of the belly bands, are these okay to leave on him while we are work? *8 hours +)
***What is the best urine product to use or something to use to prevent him from peeing in the same spot?

We are just really frustrated, he did so good and was so easy, and now we are constantly cleaning up after him. We live in a large 2 bedroom, 2 bath apartment and he goes to the doggy park every day. Hope you all can help us out!
