I would be nervous too if the scabs are all over and numerous. Teddy is highly allergic to fleas, but has never had scabbing with a flea bite.

Watch for any throat or facial swelling, which can come with an allergic reaction and cause trouble breathing. If that happens, ER or immediate vet attention is needed.

Is your pup still scratching?

If the spots continue to multiply and/or your pup is scratching, he might need a round of a steroid like prednisone. I would insist on the vet examining my dog again. If she still seems resistant, might be time for a second opinion. Some vets are better with skin issues than others.
