Well, it sounds like you might be a computer expert, but when it comes to dogs API refers to a registry. Anyone can create a pet registry and this is what happened when the American Kennel Club (AKC) cracked down on rules concerning DNA and testing as well as conditions of the dogs. Many new registries were founded by puppy mills. Also, the have liberal requirements, such as all the pet owner has to do is say that the dog is full blood and give the registry some money and the dog is listed as purebred. You can register anything you want, including a coffee table!
In the first step to finding a good breeder, look for someone listed with the AKC, don't accept any substitutes. We have so many mixed breeds at the shelters, if you really want a purebred, go to someone who is reputable.
