I use Revolution too, but it doesn't kill fleas and ticks until they bite, the same as the pills. If I were concerned about Rocky Mountain Spotted Fever, I'd be looking into spray-on repellents that are safe to use on Yorkies. I think that there are some essential oils extracted from flowers that someone once recommended, if I recall correctly. Here is an article I found from Googling, but I would be cautious about using any of these remedies unless someone with Yorkie experience specifically recommends them.
