Their minds are on the scent and not the walk. That is why their noses are on the ground most of the time. Just keep in mind that he has a genetic mindset to sniff out, hunt, and kill rodents. He is on a mission and the scent left by other animals gets his instincts hopping.
It might help you to learn some basic obedience training from someone that has experience with terriers. Make sure you are using a good secure harness that gives you control over your dog without inflicting any pain or harmful pressure.
Terriers are stubborn creatures. That is part of what makes them what they are and why people love them. When you learn how to work with that stubborn tendency and not against it you get your breakthrough. They just have an agenda different than ours!
