  THIS!!!!  We have two dogs with very fine hair that mats super easy.  I just use a very short guard, 3/8" to 1/2", and shave their entire under carriage front to back, chest, belly, arm pits, inside areas of their legs. Some areas, scissors are the only way to go though. When they walk, you can't even tell(when I leave the rest of the hair long).  Maybe ask your groomer about doing that.  Recently, I found a dog,  I just used scissors and gave her under carriage a shave to get all of the mats out while I was camping.  It just takes time and patience.  It's hair, it grows back if you make a mistake.  Just don't get the skin!  If they are too squirmy, just stop, let them calm down, try again later.
