When she does use the pad, make sure you praise her profusely and reward her with a small treat. My boys are 7 years old and we still act like they have performed the greatest trick ever when they use the pad.
Make sure the pad is changed often enough. When Max was a pup, he wanted the pad changed each time he used it.
Teddy was 8 months old and strictly outdoor trained when he came to us. He was immediately okay with peeing on the pads, but resisted pooping on them. For the first couple weeks, I gave in and took him outside.
We really needed him to be able use the pads, so I corralled him in a space that was about the size of 2 xpens put together. I sat with him and encouraged him to poop. Finally he couldn't hold it anymore and he did his business. I practically threw a party for him. Once he saw how happy I was and that I took care of the pad right away. then he was willing to poop on the pad without problem.
Supervision, encouragement, and praise are key. Good luck!
