Dogs will always remark the areas that smell of urine. Have you been able to remove all traces of the before problem s so after surgery they weren't tempted to remark? Pads under carpet are hardest to get the odors out......May need to replace them.
My best suggestion would be to start over with potty training, I know bummer,, take them out every 1/2 -1 hour with lots of praise and treats when they get it right.
Someone on here sells training pads the dogs wear in the house to keep them from marking. I think they are called buddy belts.
