Are the 2 puppies different genders? Maybe she likes other girl dogs but not boys, or something. I have 2 puppies (siblings) that are now 15 months old. My mom got their little brother from another litter and every time he comes over the 3 of them just jump all over each other and play and it is so cute. I think they know that he is their brother somehow. It is so cute. Other puppies they are not so great with. We will be puppy sitting in a couple weeks so I hope that goes well with that puppy.
I would give it a little time for the one puppy and maybe she will adjust to them as they get a little older.
