I agree with rough puppy play, from my own personal experience, my older girls were terrified of a new puppy when I bought one home, puppy would pounce on them every chance she had lol. . Also puppies have a dif. smell that older dogs are not familiar with. As this puppy matures I am sure Penny will be friends.
