My friends who use bells trained their dogs to use them by ringing them every time they took their pups outdoors. They also used keywords and phrases, "Need to go potty?" Then they rang the bells and went outside.

Be sure to praise and reward with a small food treat each time she potties in the right place. Praise for ringing the bells.

Always keep a basic schedule of potty breaks even when she learns to tell you that she needs to go outdoors. Don't rely 100% on her telling you needs to go.

Having a basic schedule will help establish a rhythm as she matures physically and develops more control. For instance, my adult boys know that they will have a big evening walk, so they usually save their evening poop for our walk (they have piddle pads available at all times, in addition to going outdoors).
