Default Question About Neutering/Lapse in Potty Training

Percy has been completely potty trained for about three weeks. We've been leaving him with Zeusy with access to the den/kitchen/laundry room while we work. No problems until this past weekend. Now he just pees (still poos on the pads) wherever he sees fit. Will take him to the pad, and he will walk off and go pee somewhere else. He is 5 months old so neutering is on the horizon. Do some males tend to do this around this time? His privates have descended, and we are noticing a little more "manliness" to his attitude. I'm afraid we are going to have to neuter (I do not want him raising his leg), and then have to pay for a dental in the future. This baby has not lost a single tooth and has no new permanent teeth coming in. To double question, how late can the permanent teeth come in? Thanks for any advice!!
