I think it is an invitation to play, and a little bit of a dominance move.
My larger boy Max is the dominant one, but he rolls on his back and allows his younger brother Teddy to stand over him to start wrestling. When they are both standing, Teddy will sometimes put his front paws up on Max's back. It's definitely a dominance move that Max tolerates.
