I have EZ pads underneath the pee pads, and then carpet under that. I also bought a
Pet Zen Gardenthat I put on top of the pee pad because I want my puppy to get used to the idea of peeing on grass (even if he's primarily going to be an indoor dog). I'm a first time dog owner, so I basically bought whatever people have recommended on this forum or other yorkie-specific websites.
