Well just saw this post now. Puppys' freedoms have to be earned and if your pup is acting out off lead in your home - then he is tethered to you when he is free.
Kristin (Maximo) had great advice with tiring the pup out with walks n games - and also walking on a rotating basis the two small dogs together.
Some dogs are just a bit more difficult to handle than others and require our full attention and imagination to redirect their energies.
