When my dog was a puller, I also had the issue of coughing with the buddy belt. I found the coughing went away if I used a shorter leash. I think it's somewhere around 3.5 feet. I'm guessing that somehow maybe the length of the leash would affect where the pressure was on the buddy belt when being pulled.
