I can't see the pic that well...but dogs do get a growth that is sorta like a wart....it doesn't hurt them but it can grow. The Vet used to cut it off with no discomfort to my dog. I would have Vet advise.....another Vet wouldn't do it but he might have been lazy. There was no ooze from it at anytime. ....just wart like.
