I know you're strapped but honestly, something is indeed wrong here if he isn't really eating or drinking. When a dog has inappetance, you really do need to get them to the vet asap. Please do the right thing and get this helpless little guy to the vet...even if you have to borrow money or put it on a credit card - he needs to be seen and it would be very wrong to not do right by him.
