That makes sense -- receiving papers after proof of spay and neuter. That is how it worked with my pet boys. But, I had confirmation of the sire at time of purchase, which I think is what the OP is looking for.
AKC registration of breeding dogs requires periodic renewal/tests, correct? Maybe the owner of the sire didn't keep the registration up to date.
