Because we want our blood line carried further by breeders with dogs deserving of being bred - and not to any Tom Dick or Harry so to speak. Breeding dogs is a priviledge not a right. $$$ have very little play in who we breed to if you want to breed right.
Spay an neuter is a different issue. You could sell on a non breeding contract - but there is probably little you can do to enforce that non breeding aspect.
