From the information you have given us, I would say this particular breeder is not legit. Advertises as Vicky but her name is Andrea? She could in fact be a broker and not a breeder which is just as bad as a bad breeder, or sometimes even worse. Brokers get their dogs straight from the puppymills, buys in wholesale very cheap and resells them for a huge profit. One way to know if they are a broker is if they don't have the parents of the pups, sometimes no sire is ok, but no mom? Totally fishy. Then they will give excuses as to why, and probably have forged or fake paperwork, and probably won't be AKC either.
