My younger boy is afraid of rain, especially when accompanied by thunder. A Thundershirt or any type of close fitting shirt helps him. He also decided that the couch with a blanket and pillow is his safe place when it rains.
Keep going out, show your puppy confidence and patience. As Matese suggested, you may have to carry her part of the way to park for awhile.
My older boy Max was afraid of lot of things when we first started walking. He often wanted to be picked up. Talking to him helped. If a loud motorcycle went by, I would say happily, "That motorcycle was loud, wasn't it?" Then I would say, "Let's go!" and try to walk.
Max was 1 year old when we started walking on busy city sidewalks with lots of scary distractions. Through patience and practice, I'm sure your girl will come around.
