Barking is a dog's voice - so all dogs bark, for some reason or another. Some bark way more than others. If barking isn't allowed, I honestly can't see how you'd be able to ever get a dog...unless you could find someone who was re-homing an adult dog who didn't bark much at all. Maybe get a cat instead...?
