I would take him to the vet regarding this discomfort if it continues.

As for anesthesia, if your vet is using up to date anesthetic protocols there is so little risk. There is a higher risk of death due to heart or kidney issues due to periodontal disease than that of anesthesia.

I have never heard of a microchip causing cancer. I have heard the rumors, but have yet to see it and I see a lot of pups. I also don't know why anyone would want to remove one...they are great for reuniting lost pets with their families.
